             The 27 years have witnessed a memorable spell of all round progressive activities in the life of Delhi's World famous Fruit & Vegetable Market at Azadpur. The meaningful expansion with long awaited facilities, orderly management, fast pace of implementation, sustained efforts to enhance the credibility of the organisation, and the participative administration to achieve desired objective have been possible by the commitment and team spirit of all concerned- the market committee, Officers, Officials, all traders and other market functionaries under the leadership and guidance of Delhi Agricultural Marketing Board.            

IN RETROSPECT-

Delhi Agricultural Produce marketing Regulation Act., 1976 was enacted and made effective in the Union Territory of Delhi from 5th of November 1976  for regulating the marketing of agricultural produce. Before the enactment of this Act the Fruit & Vegetable Market in Union Territory of Delhi was unregulated and it was mainly operating in the vicinity of Hindu Rao Hospital at Barafkhana near Ghantagarh . The first Marketing Committee under the Act was constituted vide notification dated 15.01.1977. Now repealed by new act namely Delhi Agricultural Marketing, Regulation Act, 1998.(Ch. Hira Singh Fruit & Vegetable market, Azadpur has been declared as Market of National Importance on 07.01.2004).

 A new fruit and vegetable market at Azadpur spread over and area of 43.65 Acres was constructed by Delhi Development Authority in the year 1977 and the Old Vegetable Market was shifted from Barafkhana to this New Subzi Mandi Azadpur in 1977. The  allotments of Shops to Traders was made by the D.D.A  and initially the market was maintained by DDA itself.  DDA withdrew its maintenance staff w.e.f. 01.12.1979 and the market was handed over to APMC, Azadpur for maintenance and regulation. Subsequently about 33 Acres of more land was acquired to make a New Fruit Market contiguous to the existing New Subzi Mandi at Azadpur. Shahdara subyard was made a separate APMC in1992 and Keshopur subyard was made a separate APMC in 2001. Okhala fruit and vegetable market was developed by DDA and handed over to APMC Azadpur as its subyard in1987. Azadpur Railway Station has also been declared as a subsidiary yard of the principal market of Azadpur for fruits like banana, orange and mango coming from southern states. There are 118 notified commodities in this Market Yard i.e. 50 fruits and 68 Vegetables.

 The purpose of regulation is to ensure orderly marketing to safeguard the interests of both producers/sellers and consumers by eliminating various mal-practices like under-weighment, short payment, delayed payments, unauthorised deductions and  indulgence of too many intermediaries. The aim is to ensure economic, legal and infrastructural conditions conducive to competitive marketing.

The rechristened Ch. Hira Singh Wholesale Fruit And Vegetable Market, Azadpur today  is the biggest Fruit and Vegetable Market in the continent of  Asia and perhaps ranks first in the world also in terms of arrival. This is the market of national importance as it has assumed the character of a National Distribution Centre for important fruits like Apple, Banana, Orange, Mango etc. and vegetables like Potato, Onion, Garlic, Ginger etc.

            Since farmers market are being established in Delhi to avoid the middleman to enable consumers to buy the Fruit & Vegetables on reasonable rates directly from the Farmers so that the life span is increased & the consumers may will fresh and qualitative fruit & vegetables Growers and consumers will be the main beneficiaries in the our Farmers Market  being developed at Andheria Mor.

            There is a proposal to acquire land from Jal Board situated adjacent to NFM Phase-I and from DDA in the Transport Centre adjacent to NSM. There is proposal for establishing an “Integrated Facility Centre” in Azadpur Market which will be beneficial to the market functionaries and provide modern facilities of cleaning, sorting grading and chilling.

Highlights of Our Past  Efforts & Future Plans

  1.  The proposal for construction of Office building has been finalized by the Town Planning Deptt. &     building plans are being submitted to DUAC/MCD for their respective approval. In the meanwhile tender for pre-qualification of contractor has been floated & after short listing suitable agency shall be selected for const. of work.

  2.  The proposal for guest house & hospital is expected to be finalized during the current financial year.

  3. 20. Nos. of water hut with Chillar Plants are likely to be provided in the market.

  4.   The work of re-modeling of entry / exit gate is to be taken up during this year.

  5.   Additional covered space for trading at NFM shall be provided by way extension of sheds.

  6.  In order to beautify the market yard, two gardens viz. Central park at NFM and Beri Wala Bagh, have been taken up.

  7.  New Fruit Market is to be developed at Tikri / Khampur. As soon as the issue of change in land use is approved by DDA/MOUD, work shall be started immediately.

  8. A retailer market is to be developed at Andheria More. The estimate / models have been submitted to Board for respective approval.

  9.  The work of improvement of by lanes in NSM has been taken up.

  10.   Safe and Clean Drinking Water-  A dream come true.  Water Trollies being replaced by ultra modern water booths with online state of the art Chiller Plants with cold drinking water in summers. A new scheme of supply of drinking water of app. three lakh gallons per day through borewells approved this year and will be completed by May this year. 

  11.  Well-illuminated Market Yards with Highmasts and provision for round the clock power supply through Generator Sets.

  12. Scientific and Mechanised Disposal of Garbage - With effective mechanisation which includes a large fleet of tippers, loaders, tractors, minidumpers, sewer jetting machines etc., sanitation conditions have improved to a great extent.  A scheme has been formulated to cover the tippers and to provide conveyer belts in the dhalo thereby reducing the operational cost considerably.

                  The experiment of acquiring skid steer machine for scrapping, brooming and loading of garbage has been cost effective and successful and will be expanded. Compost Plant taking the entire garbage of Market and converting it into organic manure already functional at our land at Khampur.

13.             Auction Space- 68000 Sqmtr. of covered auction space provided and is being continuously monitored to provide the required auction space to all the commodities in their respective seasons is a challenge, being successfully met with the help of trading community.

14.             Traffic Regulation- By regular monitoring of gates and periodical shuffling of entry of commodities from different gates of market,. strict vigilance, control and enforcement by staff inside the market for nearly 2000 vehicles and more than one lakh persons entering the market per day.

15.             Market Information Service - under Ministry of Agriculture, Govt. of India  is in operation to safeguard the interest of growers, traders, buyers and consumers. Daily bulletin of arrival and price is circulated to various agencies and departments also.

16.             Computerisation -During the last two years, the system of issue of gate passes has been fully computerised on all the gates of principal yard and all the sub-yards of APMC, Azadpur. Now, it is proposed that all the branches of APMC, Azadpur be computerised. This would help in smooth functioning and speedy disposal of various issues, which used to remain pending for a long time. Authorities come to know of arrival of commodities and also its outflow to neighboring states. Daily bulletin of arrival and prices is being displayed on the website(www.apmcazadpurdelhi.com) of the organization.

17.            70.62 Acres of additional land has been acquired at Khampur near Narela Border of Delhi with Haryana.  Development of this land is pending for change of land use by DDA.  Presently this land is used for halting of trucks during apple season. Development of this land will result in decongestion in the existing yard boosting the trade further.

18.             Constructing a New office building of our own and a Kishan Bhawan are the other major planned works for the next year.

19.              Other Facilities - A dispensary, a dormitory, Sulabh Sauchalyas &  toilet blocks, Police Chowki  in side the Principal Market Yard, STD Booths, Food Kiosks, 24 Hours Control Room.

20.             Educating the Farmers

              (I)  Backward Linkage -First time in the country, Buyer-Seller meet was organised by APMC, Azadpur jointly with National Institute of Agricultural Marketing. The Chief Minister, Delhi, inaugurated this meet. There was a tremendous response as triennial was established which have the growers, commission agents and the authorities to discuss and thrash out the teething problems relating to Agricultural Marketing. On the same lines, APMC, Azadpur authorities went to organize programs at Bajora, Kullu and Shimla both in Himachal Pradesh to educate farmers about the pre-harvest and post-harvest techniques for their benefits. Welcoming response was received from the Himachal Pradesh authorities and the Agricultural Minister of Himachal Pradesh attended these seminars.

              As has been done in the past, APMC, Azadpur is intending to organise seminars on pre-harvest and post harvest techniques for the benefit of the farmers to enable them to handle the commodity which they produce in a more scientific manner so that the quality of the commodity is improved with minimum damages/losses. These seminars shall be held in the commodities growing regions so that maximum number of farmers can be benefited by availing the opportunity.

                           Farmers are also educated to make the packing consumer as well as eco-friendly, which shall yield remunerative prices to the farmers and would also eliminate undesired intermediaries.

                      (II) Forward Linkage - On the similar lines, commission agents shall be educated through visits of various market yards in different states where from the commodity originates and it’s dispatched to Azadpur. The produce after its arrival at the level of commission agents/whole-sellers passes through various hands in the mechanical fashion in the form of re-packing etc. before it finally reaches the consumers. Since growers, commission agents/whole-sellers and consumers work in close coordination; it is always desired that consumer friendly packing should be done so that handling at various stages is avoided to increase shelf life and to maintain the quality of the product. Farmer will get employment opportunity in growing region and fetch more prices.
